Feral Impulse health regen doubled: at level 1 the regen rose to 2/sec—a skill that only ever takes one level on lane—so the effect literally doubled, giving a steady 5.5/sec regen that makes Lycan far comfier in the early lane. 
Summon Wolves talents buffed: the level 10 and 15 talents that boost Summon Wolves attack and HP both got number increases. Combined with the 7.41 
Aghanim's Shard effect: summon count goes up by 3, plus a powerful active that grants evasion, attack speed, movement speed, and phasing movement. Stack all this together and summoner Lycan is absurdly strong this patch.

Farming first: Lycan's shapeshift ult is great for chasing, but he has no hard disable of his own, so he's not suited to initiate without teammates. The right tempo is: even when shapeshift is off cooldown, don't force a fight; hold the enemy jungle and keep farming—the farming speed of a top-tier Lycan is not to be underestimated; once your team groups up, head over to clean up the aftermath; free prey that walks into you (loners, low-HP targets) you can of course pick off along the way.
